GE Capital Fleet Services, one of the world's largest
vehicle fleet operators, and part of one the worlds largest banks,
introduced an innovative and radical new way of providing company
cars to major corporates throughout the UK. This new fleet scheme
was introduced to help organisations realise significant savings
and to address the key issue of personal taxation for their drivers.
GE Capital Fleet Services required a very
flexible, web based solution to address the needs of their customers,
the needs of their drivers and in particular the needs of GE Capital
Fleet Services in administrating and operating the scheme. |

Technical direct was originally engaged by GE Capital Fleet
Services to scope the business requirements and to develop the
business
processes. This involved a series of process workshops and business
requirements sessions to fully develop and build the underlying
business needs. Technical direct acted as both business process consultants
and system designers during this phase.
From the business requirements Technical direct developed the functional
requirements so that the individual departments and users could
understand the extent of the solution as well as the content of
each of the modules. GE Capital Fleet Services signed this off within
two weeks with very little change.
Following agreement of the functional requirements, Technical direct developed
the systems requirements specification, i.e. the application architecture,
alongside a full testing, quality control and documentation program. |

The solution developed for GE Capital Fleet Services,
called PCOP Online, is a fully integrated web-based system that
enables the operation and management of Employer sponsored car
ownership
schemes. The modules comprise:
- Employer and Employee Maintenance - this module contains the
rules that enable the scheme to be personalised for individual
corporates. Each Client company uploads an employee bulk file
to the system, attaching PCOP grades, company payroll schemes
and cost centres for reporting purposes. This module also contains
the information about the employees, their entitlement and any
parameters associated with their use of the scheme. The employee
information is also used to support the reconciliation process.
- Vehicle Selection and Configuration - this module comprises
of the complete configuration process through to options and accessories,
all on line. It is the most complete web based configuration system
that exists. The employee can specify their car by Make, Model
and Type, followed by exterior, interior and optional equipment.
They can then request quotations and proceed to order on line.
- Agreement Management - this module manages the agreement process,
from production of Credit Sale Agreement through to the capture
of other benefit in kind information (e.g. Car Hire, Rebills,
etc.). The agreement management system produces agreements that
are regulated by the consumer credit act. The per employee Agreement
Statement provides a detailed ledger system with a breakdown and
record of the individual payments made on an agreement.
- Mileage Recording - this module enables the employee to record
mileage information against their agreement.
- Year end Reporting and Reconciliation - this module supports
the process of the product of the year-end reconciliation for
the final settlement to the Inland Revenue.

PCOP Online uses an Oracle database, for security
of employee information, and a Microsoft Internet Information Web
Server to serve web pages. |

The PCOP Online system will service a user population
of over 20,000 employees across multiple companies of parents
and
subsidiaries. PCOP Online contains vehicle data on over 4000 makes
and models, with all associated vehicle options and accessories. |

The GE PCOP scheme is currently rolling out to
a wide range of major UK companies, as it offers functionality
and support superior to that of any competitor solution.
Where paper-based implementations have proven costly, ineffective
and inflexible, the online solution gives employers and employees
the flexibility they need to get on with day to business, safe in
the knowledge that the company car scheme is in hand and saving
money.
